Others are worried that they can fuel a resurgence of COVID. But there's another fight at the heart of this: can portions of New York City reopen before others? Pat Kiernan and Annika Pergament speak with hospitality executives Richard and Lois Nicotra who say that Staten Island can set the scene for the rest of the city.
